IEEE requires all papers to be presented in person by an author or a substitute, and will only allow a remote presentation for conference papers under extenuating circumstances.
The IPCCC policy for Remote presentation can be found in the Author submission page at

If your circumstances merit consideration for a remote presentation, please do the following.
By September 30, 2024
Send mail to
ipcccRemoteRequest@googlegroups.com
making a request for consideration for a remote presentation stating your reason
Pay the remote presentation fee in the registration page in the IPCCC registration page
By October 30th, 2024
Send collateral supporting the reasons for your request to
ipcccRemoteRequest@googlegroups.com
Cancel your remote presentation request if it is no longer necessary by this date for a full refund minis a $15 processing fee.
Note that you will still be able to get a refund for the remote fee if you are able to present the paper in person at the conference.
