Manuscript Submission Instructions

Information regarding page limits for papers is below. A paper will not be included in the conference proceedings if its length exceeds its page limit.

  1. Page Limits for Regular Conference Papers: each regular conference paper may have up to 8 pages without extra charge, and may have up to 2 extra pages at $100 per extra page. Payment for extra page charges (if applicable) must be submitted with your camera-ready manuscript.

  2. Page Limits for Poster Abstracts: each poster abstract may have up to 2 pages without any extra page allowance.

To prepare the camera-ready manuscript, please make sure that you follow the format and templates available at: http://www.ieee.org/conferences_events/conferences/publishing/templates.html

Failing to do so may result in your paper not included in the conference proceedings.


IEEE policy requires that prior to publication all authors or their employers must transfer to the IEEE in writing any copyright they hold for their individual papers. More information about copyright transfer and IEEE Copyright form can be found at: http://www.ieee.org/publications_standards/publications/rights/copyrightmain.html.

Please send the signed form (only page 1 is required) via email to  registration@ipccc.org or by fax to 1-512-532-6471, attention Jack Chen.

The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceedings. Before you create your PDFs, please insert the following copyright notice to the bottom of the first page of your paper.


  • For papers in which all authors are employed by the US government, the copyright notice is:

  • For papers in which all authors are employed by a Crown Government (UK, Canada, and Australia), the copyright notice is:

The camera-ready manuscript must be uploaded via the IEEE PDF eXpress Plus, NOT via the EDAS system.

No Show Policy:

Please be notified that your paper may be excluded from being published and included in the IEEE Xplore and the CSDL should your paper fail to be presented at the conference. Please refer to the IEEE No Show Policy (Non-Presented Paper policy) in this page: http://www.ieee.org/conferences_events/conferences/organizers/pubs/final_program.html. Authors are required to present their paper at the conference in order for a paper to appear in the conference proceedings. Registration receipts and proceedings will be available (at the conference) only for papers that are presented.

Visa Invitation Letter:

The general chair will issue visa invitation letters to authors of accepted main conference papers and poster abstracts. When you contact the local arrangement associate chair at kwang@njupt.edu.cn for a visa invitation letter, please make sure that you include all necessary information (such as name, affiliation, mailing address, title and ID of accepted paper) in your email to the general chair. If there is insufficient information for the visa invitation, your request may be declined.


N2Women Fellowship

N2 Women is pleased to announce the continuation of our N2Women Young Researcher Fellowship awards. N2Women considers you a young researcher if you are currently a student, working as a post-doc, or in the 1st or 2nd year of your new research career. These awards will partially cover a young researcher's travel cost (up to $500) to a meeting where an N2 Women event will be held. In exchange, the young researcher must help organize the N2 Women meeting. The benefit of doing the organization, in addition to the travel funds, is for the young researcher to connect with the organizers of the conference who are, typically, leaders in the research field. We will arrange for a faculty or research member of N2 Women to assist/mentor the young researcher in this task.

Support for these N2 Women Young Researcher Fellowship awards has been generously provided by Microsoft Research, IEEE CS TCCC and by HP Labs. SIGMOBILE is also supporting these N2 Women Young Researcher Fellowship awards by covering all the costs associated with the processing of the funds.
